Military might

This week's military agreement between Rwanda and South Africa may be touted as African Union cooperation and regional peace-building. But some in Pretoria fear that if Kigali continues to meddle in Congo-Kinshasa, South Africa will be blamed for helping to arm an interventionist Rwandan army. Elsewhere in Africa, there is concern that South Africa's military dominance is weighing too heavily, while Uganda is wary of such a powerful alliance for its small but energetic neighbour.
