Months after it was due, a new phase of Ugandan politics began on 21 September, when Hajat Janat Mukwaya, Minister of Justice and Constitutional Affairs, set out the government's view of the Constitutional Review Commission and the transition to multiparty politics ahead of elections in 2006. Although the government has formally conceded the argument for multiparty politics, many believe it is far from committed in practice.
