Parliament's support on 28 June for a constitutional bill has unblocked the limit on how many terms a president can serve. It opens the way for President Yoweri Kaguta Museveni's candidacy and probable victory in a presidential election due in March. Demonstrations against the vote led to clashes with riot police and clouds of tear gas drifted down Parliament Avenue.
