Refugees in the Horn are worried. The budget of the United Nations High Commissioner for Refugees is falling. In Kenya, the operational budget was US$23.4 million in 1999 and is $15 mn. in 2001. In Kakuma camp, meagre rations have been cut for the 68,000 from Burundi, Eritrea, Ethiopia, Rwanda, Somalia, Sudan and Uganda. Voluntary repatriation is the slogan everywhere, as war and repression continue.
