In Paris, General Robert Gueï is supported by a troop of retired generals who have gone into business. Most prominent is Gen. Jeannou Lacaze, Chief of Staff of the French army in the 1980s; he was security advisor to the Zaïrean President Mobutu Sese Seko, then to military leaders Gnassingbé Eyadéma in Togo and Idriss Déby in Chad.
