Sanctions steam

A head of steam is again building up for tougher sanctions against General Sani Abacha's government. A January review in Washington, we hear, considered three categories of sanction: freezing military officers’ and government officials' assets in the United States; banning the use of US technology in Nigeria's oil and gas sector; a cultural boycott, including an Olympic ban. Sanctions would be imposed by executive order, says one Washington source, obviating the need for a bill to be steered through a fractious Congress.
