Chinese puzzle

Breaking a deafening government silence since a controversial Chinese loan agreement was rushed through parliament at the end of its last sitting in April, the embattled Finance and Economic Planning Minister, Yaw Osafo-Maafo, insists he will pursue 'to its logical conclusion' a credit of US$300 mn. from British-registered China New Technic Construction Investment Limited (CNTCI). The money is for renewal of Ghana's dilapidated eastern railway line and to boost President John Kufuor's Presidential Special Initiatives (PSIs) on cassava starch, garments and textiles for export.
