On 22-23 March, Algiers hosts the League of Arab States summit and will consummate its return to the top table of Arab politics, or so President Abdelaziz Bouteflika believes. The League is at a critical point: its members are under growing pressure from Washington to democratise amid elections in Iraq and Palestine. President Bouteflika, a former foreign minister and skilled networker, has ensured a high turnout at the summit, including his neighbour and rival Morocco's King Mohammed VI, as well as Egypt's President Hosni Mubarak, who is not a huge Bouteflika fan.
