The neighbours start to turn

It began with the refusal of Southern African governments to allow a shipment of Chinese arms to unload at their ports and cross their territory to landlocked Zimbabwe (AC Vol 49 No 9). Since then, regional criticism of President Robert Mugabe’s regime and its tactics has stepped up. Although there is little prospect of the Southern African Development Community imposing sanctions against Mugabe in the event of a stolen election, several member states may refuse to recognise his legitimacy. Yet SADC member states remain divided on the issue, with South Africa’s President Thabo Mbeki and Angola’s José Eduardo dos Santos still blocking resolutions against Mugabe.
