A Chinese-built, multibillion-dollar housing project near the capital will test Beijing-Luanda relations

The government is under pressure to speed up construction projects to meet its promise to build a million houses in four years, ahead of September’s elections. The Nova Centralidade de Kilamba Kiaxi is just one of several mega-housing developments planned for Luanda’s new satellite cities, but it is vital to government housing plans. Its political importance is evident from the fact that President José Eduardo dos Santos has appointed Sonangol’s Chief Executive Officer Manuel Vicente Minister of Economic Planning with oversight of China-financed reconstruction projects.
