Bad timing

Bankers and company executives who are puzzled by the government's decision to open the bidding on six new oil blocks for exploration as world prices plummet may find some of the answers at an oil and gas summit in Kampala on 16-17 September. As oil and gas companies slash exploration budgets in response to the downturn, Uganda is trying to stir up interest in the Albertine Graben region.
