How to make oil pay

After 20 years of lobbying, a bill to reform the country’s energy industry is being pushed through the National Assembly – with a good chance of success

There has been consensus in the country on two things since the return to civil rule in 1999: the management of oil and gas, which dominates the export economy, is deeply flawed; and there is no agreement on how to reform it. As the country faces its worst recession for 40 years, the government looks determined to change how the oil industry works and get more revenue from it.
