Having been swept to power on a wave of public anger over corruption and poor delivery of basic services, interim President Colonel Michael Randrianirina has filled his government with technocrats promising a management-consultant approach to politics. Chief among them is Prime Minister Herintsalama Andriamiasy Rajaonarivelo, a former businessman and consultant to the UNDP and the World Bank, who readily deploys the jargon. Insiders say he frequently talks about Key Performance Indicators (KPIs). The Minister of Agriculture, José Rasatarimanana, has taken the same results-driven approach. UN officials say he wants evidence of how farmers’ harvests and incomes have improved under their programmes.
