Goma's ghosts

Peace has not broken out in the Kivus yet. In Goma diplomats are trying to organise follow-up meetings to the accord signed last month between the Congolese government, dissident General Laurent Nkunda's Congrès National pour la Défense du Peuple (CNDP), and Mai Mai militia, including the predominantly Hutu Patriotes Résistants Congolais (Pareco). Tim Shortley from the United States State Department took a lead but Congo isn't a priority in pre-election Washington.
