The summit divides over unity

Once again, the question of a Union Government of Africa and its leading proponent, Libya's Moammar el Gadaffi, have dominated an African Union summit. Again, Colonel Gadaffi's insistence that the AU move towards an immediate declaration of continental union divided delegates, with Libya an enthusiastic minority against the gradualists of Kenya, Nigeria, South Africa and Uganda.
