Good news

The country remains a favoured African democracy – but only after international protests and a dignified climb-down by government. With elections due in 1999, the government proposed a Mass Communications Bill, which would have brought the lively local media under state control. Published on 28 May, it was supposed to be whisked through parliament by mid-August.
