The arrest of senior government and army members considered pillars of the regime has caused surprise
The former head of the Republican Guard, Colonel Tom Byabagamba, was arrested on suspicion of 'crimes against state security' on 23 August on his return from the United Nations Mission in South Sudan. His brother-in-law, Brigadier General (Retired) Frank Rusagara, previously a senior Defence Ministry official, once Defence Attaché in London and later a Fellow at Britain's Royal United Services Institute, was detained a couple of days earlier. Rusagara is the author of a history of the Rwandan army and was director of the military school. Also detained was Captain (Rtd.) David Kabuye, a former head of the Rwandan Information Office (Orinfor) and of Rwandan Television. He is also the husband of Col. Rose Kabuye, the former Mayor of Kigali and Chief of State Protocol. She had been arrested in Germany during the French investigation, now abandoned, into the shooting down of the jet of the then President Juvénal Habyarimana on 6 April 1994.
