Winning battles, losing wars

Chad has won friends by taking the war to Boko Haram but seems unable to conquer its domestic demons

President Idriss Déby Itno made many regional leaders jealous when his army managed what none of the others could do – to rout the Islamist militia Boko Haram in a series of battles that began last January. Yet it is not only cynics who are contrasting this badge of honour with the shame of an impoverished domestic economy, and the appropriation of what little wealth there is by the President and his family. However, Déby has also won some respite through a massive debt-forgiveness package announced at the end of April.
