What crime costs

Armed robbers are becoming the most potent threat to political and economic stability

Crime and a lack of confidence in the South African Police Service are, after unemployment, the government's biggest political problems. It was never going to be easy for the African National Congress to transform the old SA Police Force, which had for 50 years concentrated on enforcing apartheid regulations and fighting a political war against African opposition movements. Problems were compounded by the ANC's lack of experience of administration and government and by entrenched corruption and nepotism among many police officers.
