Donors' aid parade

Official Development Assistance, the UN says, should be around 0.7% of gross national income, but many nations want to include within it items not normally considered 'aid' at all, such as policing their own borders. How meaningful is ODA spending, some are asking, if it includes types of private investment, security costs and the costs of housing refugees, especially if it means the money is not spent outside the country?
