The listing of Botswana in February on the European Union's list of countries deemed not to be cooperating in the fight against money laundering and terrorist financing came as a shock to ministers in Gaborone, who claimed that the move was a 'devastating blow' and 'had the potential of tarnishing the image and international profile of the country'.
