President Samia Suluhu Hassan has been publicly dismissive about the effects of losing western funding in the wake of last October’s brutal elections, in which over 500 protestors were killed, and the state authority awarded her an implausible 97-98% share of the popular vote. Last month her government published its budget for the 2026/27 financial year with plans to increase spending by 10% – although the United States and the European Union are cutting aid flows by 40%.
