Even before Beijing’s latest commercial deals for the rival camps in Libya, United States senior envoy Massad Boulos was struggling to win credibility for his scheme to reunify the country’s divided executive and institutions, then hold elections next year. More investment and revenue from Chinese companies could strengthen the bargaining power of the entrenched elites in Tripoli and Benghazi.
