Fear changes sides

The 15 November arrest in Senegal of Chad's ex-President Hissène Habré may lead to the first trial abroad of a dictator. 'Fear is finally changing sides', a lawyer for some of his alleged victims, Boucounta Diallo, observed.When in 2001 human rights activists went to Habré's feared security, the Direction de la Documentation et de la Sécurité (near the presidency), they found themselves ankle-deep in dusty dossiers of death and torture.
