Heads up for headquarters

The African, Caribbean and Pacific group of countries wants a new headquarters and is hoping the European Union will pay. The 18 million euros (US$24.8 mn.) would come from the 10th European Development Fund. ACP representatives negotiate with the EU under the Cotonou Accord. The EDF is the source of EU development aid. The idea was aired in an internal ACP document that came to light during the European Development Days 2013 late last month.
