A budget for believers

Surprisingly, Trevor Manuel's budget wins plaudits from capitalists and communists

For presentation, Finance Minister Trevor Manuel’s 11 March budget announcement got full marks. Focusing on the country’s critical demand for education and jobs, Manuel won praise from unlikely bedfellows: big business and the SA Communist Party. Manuel showed an awareness of global markets unimaginable under the old National Party regime. To underline the appeal to international financiers, the Department of Finance’ s website (http:/ /www.gov.sa) offered full details of the budget, in the context of the Medium Term Expenditure Framework.
