Ghost workers stalk the payrolls

A damning USAID report into institutionalised corruption and ‘ghost workers’ has been widely ignored since it was leaked in late March

The report draws devastating conclusions about the deep roots of corruption and blames public servants 'at all levels'. Revelations include a statement that 4,100 schools do not exist, though each has multiple ghost teachers, while 9,000 employees were suddenly added to the Education Ministry's payroll just before the 2011 elections. The Ministry is only the worst affected of several government departments, according to the 118-page report, written for the United States Agency for International Development (USAID) by Washington consultancy firm Chemonics International.
