A power-sharing deal – based on oil, drones and secret cash

Washington envoy Boulos has brokered a deal between Tripoli and Benghazi but fraud claims against the Haftar family could scupper it

Libya is edging towards a power-sharing agreement after the rival parliaments in Tripoli and Benghazi agreed on 11 April to approve a unified budget, as the first since the 2014 civil war. It follows months of talks initiated by Massad Boulos, Senior Advisor on Africa to United States President Donald J Trump. The budget deal, worth 190 billion Libyan dinars (US$30bn) was hailed by the central bank governor Naji Mohamed Issa Belqasem in Tripoli as proof that: ‘Libya is capable of bridging differences’.
