A public relations jamboree in Khartoum on 10-13 March tried to persuade European politicians and businesses that they are missing out on billions of petrodollars because of Western hostility to President Omer Hassan Ahmed el Beshir's regime. The implicit message was that European governments' support for limited United Nations military sanctions against Khartoum was simply following United States' policy. In fact, Washington has imposed wide-ranging commercial sanctions, something the European Union has failed to do despite strong public support for tougher measures.
