Mnangagwa land payoffs abroad trigger anger at home

Compensation for farmers has become central to Harare’s push for debt relief and renewed multilateral financing

When Agriculture Minister Anxious Masuka told parliament on 6 May that the state would return 67 farms seized under the Fast-Track Land Reform Programme (FTLRP) and pay out US$146 million in compensation, he was addressing a primary audience overseas: claimants from Denmark, Germany, the Netherlands, Switzerland and the former Yugoslavia. The 67 farms were protected by treaties or Bilateral Investment Protection and Promotion Agreements (BIPPAs) with the five European countries, signed before the start of the FTLRP in 2000.
