Nandi-Ndaitwah leans on Beijing

New agreements with China come as weak growth, rising debt and stalled job targets sharpen pressure on the administration

Back in Windhoek from her 5-11 July trip to China, President Netumbo Nandi-Ndaitwah hailed a package of eight cooperation and investment deals with Beijing including an extremely detailed mineral processing and beneficiation accord negotiated with President Xi Jinping. This may mark out Xi as one of the few foreign leaders to take African governments’ resource nationalism more seriously. Or it could be a ploy to let Namibia discover for itself the difficulty in raising finance – and breaking even – on complex mineral processing arrangements without also having a stake in the much more lucrative trading and marketing deals.
