Commission exposes battle over the law

Withdrawn prosecutions and disciplinary cases are reshaping policing and anti-corruption, testing Ramaphosa’s commitment to restore credibility

Retired Constitutional Court judge Mbuyiseli Madlanga’s inquiry inquiry into criminal influence over the police service is developing into a broader test of confidence in all the institutions responsible for enforcing the law. Senior officers have faced criminal and disciplinary proceedings, while other prosecutions have collapsed and an anti-corruption chief has resigned. For President Cyril Ramaphosa, the challenge is no longer simply to remove officials implicated in wrongdoing: it is to ensure that the reshuffle produces credible oversight rather than another contested concentration of power.
