Scepticism abounds as President Moi promises to crack down on corruption

The tactical war between President Daniel arap Moi's government and the National Convention Executive Council is on again. This time it is driven by popular anger at the rising cost of living and higher taxes. To cut the growing budget deficit, Minister of Finance Simeon Nyachae put up personal income tax, value added tax and excise duty on gas and petrol in the first week of March. Food and transport costs went up. Bank workers immediately staged a week-long strike that was called off when government backed off from taxing their allowances.
