Burundian President Évariste Ndayishimiye’s stock had risen after he and Kenya’s President William Ruto were invited to the signing of the peace deal in Washington. Less than two weeks later, the Rwanda-backed M23’s capture of a string of cities, including Uvira, on the Congo-Kinshasa/Burundian border, risks doing fatal damage to his authority.
