Ahmed Kouchouk: Sisi’s master of the budget

Ahmed Kouchouk has been Finance Minister for only two years but has quickly established a reputation as Egypt’s macroeconomic redeemer. Kouchouk has close to two decades of experience near the top of his ministry. Vice-Finance Minister for eight years from 2016, he was previously in charge of fiscal policy and Egypt’s chief negotiator with the International Monetary Fund. He led talks in 2011 and 2012, first obtaining US$3.5 billion for Hosni Mubarak’s government and then, a year later, after the Arab Spring led to General Mohamed Mursi’s overthrow of Mubarak, a $4.8bn loan with the Fund.
