Rwanda's closure of the Katuna border with Uganda – the busiest crossing – curtailed trade between the two countries in early 2019. The crossings stayed closed despite numerous summits and meetings between the two presidents. They signed a pact in Angola in August 2019 aimed at ending several disputes including claims of political killings, espionage, and trade sabotage.
