Who fixed the election and how

The first of the two commissions on Kenya’s election crisis – both advocated by former United Nations Secretary General Kofi Annan and his group of eminent persons – was charged with investigating the conduct of the elections at all stages. Retired South African Judge Johann Kriegler chaired the Independent Review Commission; it included five African experts and a forensic specialist on elections, Horacio Boneo from Argentina.
