Togo's presidential election will be no better than the last two

President Gnassingbé Eyadéma will secure a third presidential term on 1 June but this time, hardly anyone is taking the process seriously. The European Union's decision not to send observers because the basic preconditions for a free and fair election have not been met is a clear signal that EU aid, suspended for over a decade, will not be resumed soon (AC Vol 44 No 9).
