Scandals are complicating the choice of a presidential candidate

The Mercs to Malawi affair - the purchase of 39 top-notch Mercedes-Benz limousines by President Bakili Muluzi's aid-dependent government - turned discontent into crisis. This has had three important consequences. On 1 November, Muluzi sacked his entire government, reacting slowly to an official anti-corruption report he had been handed weeks earlier (AC Vol 41 No 19). He has since promised to bar from office the worst offenders among ministers and senior officials.
