Procedures for voting in the local government elections of 5 December were complicated but voters seemed to take that in their stride and the poll was accepted as free and fair, with the statutory Independent Electoral Commission (IEC) winning praise for its administration. At the 1994 general elections which brought the African National Congress to power, there was a good deal of intimidation. This time, no political activity was allowed on polling day, 'to ensure a safe and secure environment'.
