Mozambique

A cloudy dawn

Bandits and corrupt politicians are more of a threat than guerrillas

From outside looking in, Mozambique seems a triumph of conflict resolution and reconciliation. A newly arrived diplomat like Britain's High Commissioner Bernard Everett can claim that trade, not mediation, is his main preoccupation. Conflict fatigue has almost overwhelmed the old animosities. People are fed up with fighting; instead economic rivalries are developing. The government of the Frente de Libertação de Moçambique (Frelimo) and its rivals in the Resistência Nacional Moçambicana (Renamo) compete for investment, to rebuild the war-shattered economies of the areas they dominate.
