Maputo faces off with the Fund

Frelimo believes it can stare down donors and lenders, avoiding reforms and hanging tough over the secret loans

The final year of Filipe Nyusi's difficult tenure as President of Mozambique is unlikely to end on a high note. As the 2019 elections approach, a dose of cold reality is in store for a government that has tried to talk its way out of economic crisis, filling the state-controlled media with fulsome exaggerations of any spark of light in what remains a dark tunnel. They make much of the strengthening of the currency, a decline in inflation, and gas-sector deals bringing in windfall taxes. Yet none of these small victories can make up for the government's abject failure to rise above special interests in the ruling elite, to permit the rule of law, or put the country first.
