Scuttle diplomacy

June's abortive round of the South Sudan peace 'revitalisation' process in Addis Ababa, convened by the eight-nation regional Intergovernmental Authority on Development (IGAD), did agree something. Riek Machar would no longer be subject to house arrest in South Africa; he could travel freely unless participating in regionally-sponsored peace talks.
