Capital crimes

The assassination of the exiled Rwandan businessman Revocant Karemangingo in a hail of bullets in Maputo on 13 September has shocked the country and prompted strong international protests. Suspicion is growing that Mozambican security forces are collaborating with Rwandan operatives targeting political exiles. This may form part of the still secret arrangements between Kigali and Maputo governing the use of Rwandan troops against Islamist insurgents in Cabo Delgado province.
