A Spanish judge has made it unsafe for 40 senior Rwandan officials to travel outside their own country by issuing international arrest warrants against them for crimes including genocide, allegedly committed in the 1990s. Judge Fernando Andreu made his order on 6 February in response to a suit by a Barcelona lawyer, Jordi Palou-Loverdos, acting for the families of nine dead Spaniards: Father Joaquim Vallmajo, killed in April 1994; four Marist brothers murdered in Bukavu, Congo-Kinshasa, in 1996; three members of non-governmental agency Medicos del Mundo, killed in 1997; and Father Isidro Uzcudun, killed in June 2000.
