The ANC is winning an unsung victory in the battle to collect the people's taxes

The ruling African National Congress wants South Africa's tax system to do two apparently contradictory things - both to correct social and economic discriminations inherited from apartheid, and to make the country a more attractive destination for much-needed foreign investment. Finance Minister Trevor Manuel and his tax advisors try hard to balance these aims. Company taxes are due to come down, while personal taxes remain high.
