This week, Finance Minister Amos Kimunya has downplayed talk of a looming budget crisis and slumping growth rates. His determined optimism follows a statement by National Development Minister Wycliffe Oparanya that the government faced an estimated budget deficit of 200 billion Kenya shillings (US$ 3.2 bn.) and would need more foreign aid.
