World Bank President Robert Zoellick is 'confused if not frustrated', according to his officials, by threats from Britain's Minister for International Development, Douglas Alexander, to block fresh capital-raising attempts by the Bank unless it cuts bureaucracy and reduces loan conditions. Alexander, who met Zoellick at the Annual Meetings of the Bank and the International Monetary Fund in Istanbul, Turkey, on 6-7 October, said that disbursements to Africa have dropped by US$500 million, about 10%, in the last financial year.
