Yes, No and in between

A few weeks ago, Prime Minister Raila Odinga declared that securing a new constitution was a government project, which therefore deserved state funding while the campaign against the draft constitution did not. Five years ago, his old rival, then Justice Minister Kiraitu Murungi, swore to ‘shake every corner of the country’ in the 2005 constitutional referendum campaign (AC Vol 47 No 6). Odinga was dead set against that proposed constitution, known as the ‘Wako Draft’ after Amos Wako, then as now Attorney General. Today, he and Murungi are allies, amid the recent dizzying political shifts. Here is a line-up of personalities for and against today’s draft constitution.
