In search of policy

As outsiders worry about terrorism and piracy, social breakdown in Somalia gets worse

Nobody knows what to do about Somalia. In Madrid in September, the International Crisis Group held the latest of a series of international meetings that included the United Nations, African Union and the Inter-Governmental Authority on Development (IGAD). For want of an alternative, all agreed on business as usual: reinforced support for President Sharif Sheikh Ahmed's unelected and ineffectual Transitional Federal Government, for the AU Mission in Somalia (Amisom) and the guidelines laid down in the Djibouti Peace Process. The ICG concluded that there was no chance of reconciliation or even discussion with the TFG's foes, Haraka al Shabaab al Mujahideen or Hizbul Islam. Some members of the UN Security Council disagree (AC Vol 51 No 16).
